At the same time, the document mentions that the orderly planning and construction of new energy storage projects in accordance with the scale of regional new energy construction, power load level, and power grid demand are encouraged; New energy storage projects in areas with limited consumption and end of the power grid are put into operation simultaneously with new energy projects; Project investors are encouraged to voluntarily increase the proportion of wind power and photovoltaic power generation projects allocating energy storage and purchasing energy storage services。
At the beginning of March, the Yunnan Provincial Energy Bureau issued the "Yunnan Province New Energy Allocation and Energy Storage Project Construction and Operation Management Measures (Draft for Comments)", which mentioned that a total of 175 projects will be included in the first batch of new energy project development and construction plans in Yunnan Province in 2025, with an installed capacity of 14,489,050 kilowatts...... On February 10, the supporting policy "Implementation Rules for the Development and Construction of Distributed Photovoltaic Power Generation in Guizhou Province (Draft for Comments)" issued at the same time as the "Guizhou Wind and Solar Power Generation Management Measures" mentioned that the county-level energy authorities can guide investment entities to voluntarily build or lease distributed energy storage facilities according to the development of distributed photovoltaic in the region, and coordinate the construction in the mode of aggregation and co-construction, leasing and sharing.
On March 17, the Ningxia Development and Reform Commission issued the "Implementation Rules for the Development and Construction of Distributed Photovoltaic Power Generation in Ningxia Hui Autonomous Region (Draft for Comments)", which mentioned that it will support in-depth cooperation with photovoltaic upstream and downstream development enterprises and financial institutions to promote the construction of diversified application scenarios such as "photovoltaic + energy storage" and the integration of optical storage and charging.

Since the promulgation of Circular No. 136, the "integration of source, grid, load and storage" has increasingly appeared in the working documents of central power enterprises and local governments.
